Essex County Land Bank (ECLB) invites your esteemed firm to submit a proposal for conducting a comprehensive Housing Feasibility Study in Newcomb, NY. This study aims to assess potential housing development opportunities that include a blend of homeownership and affordable rental units, emphasizing community feedback, grant subsidies, land use planning, and design considerations.

Key responsibilities for the selected consultant include:

  • Engaging the Newcomb community through public meetings, surveys, and focus groups to understand housing needs and desires.
  • Conducting a market analysis to gauge homeownership and rental unit demands considering demographic and economic factors.
  • Assessing available land for development, aligning recommendations with environmental impacts, zoning regulations, and community goals.
  • Proposing housing designs and site plans reflecting community feedback and aesthetic values, balancing rural charm with modern needs.
  • Analyzing funding sources, subsidies, and financial models supporting affordable housing, offering strategies to secure grants and subsidies.
  • Recommending a housing mix considering rental units and homeownership opportunities aligned with the community’s needs and finances.
  • Developing an actionable plan transitioning from feasibility to implementation, emphasizing a robust financial strategy, integrating grants, tax credits, cost analyses, and legal compliance.

Submission Requirements:

  1. Consultant qualifications, experience in similar rural projects.
  2. Clear project approach description and community engagement strategy.
  3. Estimated project timeline, detailed budget, and at least three relevant references.

Evaluation Criteria:

  1. Track record in housing feasibility studies and rural community development.
  2. Innovative community engagement strategies.
