Invitation to Submit Proposal for Environmental Services and Technical Assistance

PRIDE of Ticonderoga, Inc., in collaboration with the Essex County Land Bank (ECLB) and our contractual affiliates, is pleased to announce an opportunity for qualified firms to submit proposals for Environmental Services and Technical Assistance. This initiative is integral to our construction programs which include rehabilitation, new construction, and commercial projects funded under various state and federal programs.

Scope of Services Required:
Our projects require comprehensive environmental services that include:

  • Lead-Based Paint (LBP) Risk Assessments and Clearance Examinations: For homes built prior to 1978 receiving assistance through AHC, CDBG, or HOME programs.
  • Energy Audits: To identify and improve energy efficiency for federally funded home repair projects.
  • Environmental Tier II Checklists: Essential for NEPA and HUD environmental review compliance for each project.

We anticipate addressing the needs of 20-25 single-family homes across Essex, Warren, and Washington Counties, alongside significant commercial construction projects in Ticonderoga and Au Sable Forks. The services provided will play a crucial role in ensuring compliance and enhancing the sustainability of our developments.

Deliverables:
For each service provided, we expect a professional, certified report along with an invoice, submitted in a timely manner.

Proposal Requirements:

  • General qualifications and relevant experience with similar projects.
  • Detailed resumes and hourly rates of staff.
  • Lump sum cost proposals for each service and an overview of proposed methodologies.
  • Examples of similar deliverables completed within the last year.

 

Selection Process:

Evaluation will be based on cost, relevance of past projects, response time, and ability to perform all required services.
