Background:

PRIDE of Ticonderoga, Inc. is soliciting applications to form their approved contractor list for Essex County’s CDBG Home Rehabilitation Program, PRIDE’s Tri-County HOME Rehabilitation Program, and PRIDE Tri-County RESTORE Program. PRIDE will submit each of its 6 CDBG proposed home rehabilitation projects, each of its 8 HOME rehabilitation projects, and each of its 5 RESTORE emergency repair projects to this “approved contractor list” to facilitate an open and fair sealed bid process.

  • Essex County received $451,221.00 in 2022 CDBG funds from the U.S. Department of Housing and Urban Development (HUD) to benefit low to moderate-income homeowners to provide safe and secure housing and improve living environments for communities and residents. The program was authorized under Title 1 of the Housing and Community Development Act of 1974.
  • PRIDE of Ticonderoga Inc, received $300,000 in 2022 of HOME funds from the U.S. Department of Housing and Urban Development (HUD) to benefit low to moderate-income homeowners to provide safe and secure housing and improve living environments for communities and residents.
  • PRIDE of Ticonderoga Inc, also received $100,000 in 2022 of RESTORE funds from the Office of Home and Community Renewal. The Residential Emergency Services to Offer (Home) Repairs to the Elderly (RESTORE) program provides financial resources to assist senior citizen homeowners age sixty and over, with the cost of addressing emergencies and code violations that pose a threat to their health and safety or affect the livability of their home.

Participating Jurisdictions: 

We are soliciting applications via this Request for Proposals (RFP) for certified general construction contractors, with experience with home rehabilitations and lead abatement, who do business in and around WashingtonWarren, and Essex counties. Certified contractors located in Vermont are also encouraged to apply. Small, Minority and Women’s Business Enterprises and Section 3 businesses (over $100,000) are strongly encouraged to apply.

Amount of Funding Available:  

  • The budget for this CDBG Program is expected to be $370,000 to be spent over a 2-year period for this program. The maximum funding per home will approximately be $65,000.
  • The budget for this HOME Program is expected to be $250,000 to be spent over a 2 ½ year period for this program. The maximum funding per home will approximately be $25,000 to $65,000.
  • The budget for this RESTORE Program is expected to be $85,000 to be spent over a 8-month period for this program. The maximum funding per home will approximately be $16,000-$18,000.

Total MWBE Participation Goals: 20%

Service-Disabled Veteran-Owned Business Contracting Goal: 10%

Disadvantaged Owned Sub-Contracting Goal: 10%
